Abstract

Pengelolaan persampahan di kawasan pelabuhan menjadi isu penting seiring meningkatnya aktivitas bongkar muat, perdagangan, dan transportasi maritim yang berdampak pada peningkatan timbulan sampah. Kawasan Pelabuhan Tanjung Intan Cilacap menghadapi berbagai permasalahan pengelolaan sampah seperti keterbatasan kapasitas Tempat Penampungan Sementara (TPS), sistem pemilahan yang belum optimal, serta keterbatasan armada dan sistem monitoring. Penelitian ini bertujuan menganalisis kinerja pengelolaan infrastruktur persampahan dan merumuskan strategi prioritas pengelolaan sampah di Kawasan Pelabuhan Tanjung Intan Cilacap. Metode penelitian menggunakan pendekatan mixed method melalui analisis kuantitatif dan kualitatif. Analisis kuantitatif dilakukan menggunakan metode neraca massa untuk mengukur tingkat pengelolaan sampah, sedangkan analisis kualitatif menggunakan SWOT dan Quantitative Strategic Planning Matrix (QSPM) untuk menentukan strategi prioritas. Hasil penelitian menunjukkan bahwa total timbulan sampah mencapai 1.144,08 kg dengan tingkat pengelolaan sebesar 91,40%, terdiri atas 70,25% melalui pengangkutan dan 23,60% melalui pengolahan di sumber, sedangkan residu sebesar 8,60%. Sistem pengelolaan masih didominasi pendekatan end-of-pipe sehingga diperlukan peningkatan pengolahan di sumber dan optimalisasi pemilahan sampah. Strategi prioritas berdasarkan hasil QSPM adalah pembangunan Mini-TPST/TPS 3R di kawasan pelabuhan dengan nilai TAS tertinggi sebesar 6,71. Penelitian ini menyimpulkan bahwa penguatan infrastruktur pengolahan, digitalisasi monitoring, dan optimalisasi tata kelola diperlukan untuk mendukung sistem pengelolaan sampah pelabuhan yang lebih efektif dan berkelanjutan.
